HIRA & PTO Combo (HIRA with Planned Task Observations) involves a systematic process where professionals identify, analyze, and control hazards and risks present in a workplace. They determine which measures should be implemented to eliminate or control those risks.

There is a clear legislative requirement for employers to conduct effective risk assessments as part of their obligations to provide a safe place of work for their employees. The most important piece of legislation in respect to this is contained with Section 8 of the Occupational Health and Safety Act 1993. Section 8 (2) (d) requires that an employer must “establish, as far as is reasonably practicable, what hazards to the health and safety of persons are attached to any work which is performed…and any plant or machinery that is used in his business”.
